چکیده

حقوق اقلیتهای قومی، زبانی، نژادی و مذهبی همواره یکی از موضوعات و چالشهای اساسی در گفتمان حقوق بشر جهانی، ملی و منطقهای است و کشورها به موجب قوانین اساسی و اسناد جهانی حقوق بشری برایرعایت حقوق متعهد و ملتزم شده اند. یکی از اقلیتهای مهم چین، مسلمانان منطقۀ خودمختار شین جیانگ است که در چند سال اخیر با دولت مرکزی در تنش به سر میبرن.  دولت در چهارچوب برنامه جهانی مبارزه با تروریسم و افراط گرایی، با ایجاد اردوگاههای بازآموزی عقیدتی و سیاسی، نسبت به سلب و محدودیت آزادهای مذهبی، اجتماعی و فرهنگی مسلمانان اقدام کرده است. نهادهای حقوق بشری نیز در قالب رویکرد چالشی حمایتی و انتقادی نسبت به اقدامات چین واکنش نشان داده اند. هدف عمدۀ پژوهش، بررسی این چالش با رویکردی توصیفی  تحلیلی است. نتایج پژوهش نشان میدهد به رغم مثبتبودن سیاست چین در جهت مبارزه با تروریسم، سیاست چینی سازی مسلمانان، سلب آزادیها، استحالۀ اجباری فکری و فرهنگی آنان را دنبال میکند. این سیاست و رویکرد از منظر نهادهای حقوق بشری مصداق بارز نقض حقوق بشر مسلمانان به شمار می رود.
