A review of the monitoring procedures and tools of human rights committees shows that, given the connection between climate issues and human rights, some of the concluding observations, general comments and treaty findings of human rights committees are dedicated to assessing the climate commitments of states and, given the adverse effects of climate change on the enjoyment of human rights, they have made recommendations for the development of renewable energies. This study, using a descriptive-analytical method and by studying the monitoring procedures of human rights committees, seeks to examine the views of human rights treaty-based institutions on renewable energies. The results of the study show that from the perspective of human rights committees, renewable energies can solve the problem of climate change and approach human rights. The research findings show that human rights committees have made significant contributions to the normative development of renewable energies and changed the attitude of governments towards correcting undesirable patterns in the energy cycle and the development of renewable energies. کمیته‌های حقوق بشری نهادهای مبتنی بر معاهدات هستند که مسئولیت نظارت بر اجرای معاهدات حقوق بشری را از طریق «بررسی گزارش های دوره ای و صدور مشاهدات نهایی»، «رسیدگی به شکایات فردی و بین دولتی» و «تهیه نظرات عمومی و تفسیری» برعهده دارند. بررسی رویه ها و ابزارهای نظارتی کمیته‌های حقوق بشری نشان می دهد با توجه به ارتباط میان مسائل اقلیمی و حقوق بشر بخشی از مشاهدات نهایی، نظرات عمومی و یافته های معاهداتی کمیته های حقوق بشری به ارزیابی تعهدات اقلیمی دولت ها اختصاص یافته و با توجه به تأثیرات نامطلوب تغییرات اقلیمی بر بهره مندی از حقوق بشر توصیه‌هایی برای توسعه انرژی های تجدیدپذیر کرده اند. این تحقیق به روش توصیفی-تحلیلی و با مطالعه رویه های نظارتی کمیته‌های حقوق بشری به دنبال بررسی دیدگاه نهادهای مبتنی بر معاهدات حقوق بشری نسبت به انرژی های تجدیدپذیر است. نتایج تحقیق نشان می دهد از دیدگاه کمیته‌های حقوق بشری می توان با انرژی های تجدیدپذیر معضل تغییرات اقلیمی را حل نموده و به حقوق بشر نزدیک شد. یافته های تحقیق نشان می دهد که کمیته های حقوق بشری کمک شایانی به توسعه هنجاری انرژی های تجدیدپذیر و تغییر نگرش دولت ها نسبت به اصلاح الگوهای نامطلوب در چرخة انرژی و توسعه انرژی‌های تجدیدپذیر کرده اند.
