Abstract

Technological advancements in the digital age have given rise to rhizomatic crimes, inspired by Deleuze and Guattari’s rhizome theory. These crimes, characterized by decentralization, flexibility, resistance to control, and multiple connections, pose unprecedented challenges to legal and security systems. Generations Z and Alpha, due to their high technological literacy and use of decentralized tools, play a key role in either perpetrating or falling victim to such crimes. Examples include cryptocurrency fraud, cyber harassment, and financial crimes in the metaverse. However, the most pressing crimes currently threatening domestic security and even global order are those against internal security and human rights. This qualitative study, employing the rhizome theory framework, examines the mechanisms of rhizomatic crimes and the role of younger generations. Findings reveal that existing legal systems, designed for traditional crimes, are ineffective against decentralized offenses. Proposed solutions include developing international laws, promoting digital legal literacy, leveraging AI to track criminal patterns, and enhancing cross-sectoral collaboration. Additionally, revising criminal and preventive policies to align with the nature of rhizomatic crimes is essential. By offering practical strategies, this research enriches cyber criminology literature and rhizome theory while paving the way for effective policymaking in controlling decentralized crimes. Understanding the interplay between younger generations, rhizomatic structures, and legal systems is crucial for ensuring security and justice in the digital space.
